Sri Lanka Cabinet Halts New Wind Power Plants on Mannar Island Amid Protests

The Sri Lankan Cabinet has decided not to implement any new wind power projects on the northwestern coastal island of Mannar, except for three ongoing private sector projects, following continuous public protests.

Key points of the decision:

• Halt on New Projects: The government will not allow new wind projects on the island due to environmental and social concerns raised by the public, despite the area being identified for high wind power potential.

• Exceptions: Three existing private sector projects will be allowed to proceed:

  1. Thambapavani wind power plant: Commenced operations in 2021.

  2. Windscape Mannar (Pvt) Ltd (20 MW): Operations planned for December 2025.

  3. Hayleys Fentons (50 MW): Operations planned for December 2026.

• President’s Directive: Cabinet Spokesman Nalinda Jayatissa stated that President Anura Kumara Dissanayake has directed relevant authorities not to implement any wind projects in the area without the consent of the local residents.

• Adani Group Withdrawal: India’s Adani Group had previously withdrawn its planned project in Mannar earlier this year due to a disagreement with the government over the price.
