The Cabinet of Ministers has approved awarding a contract to construct a 28-kilometre, 220kV double-circuit transmission line from the Mannar Grid Substation to the Mullikulam Collector Grid Substation under the Mullikulam Wind Power Transmission Project.

The procurement process, approved on February 3, 2025, followed international competitive bidding and received five proposals. After evaluation, the High-Level Standing Procurement Committee recommended the lowest responsive bidder, a joint venture between Jyoti Structure Limited and Hayleys Fentons Limited.

The selected contractor, JLS & Fentons Joint Venture, was awarded the project at a tax-free cost of Rs. 2,269.18 million. The proposal, submitted by the Minister of Power, has now received final Cabinet approval.
